
Established under Decision No: 185/QD-UBND dated July 4, 2025, of the An Giang Provincial People's Committee, An Giang Investment, Trade and Tourism Promotion Center was formed through the merger of the Kien Giang Province Investment, Trade and Tourism Promotion Center and the An Giang Province Trade and Investment Promotion Center.
I. Introduction
An Giang Investment, Trade and Tourism Promotion Center is a public non-business unit directly under the An Giang Provincial People's Committee, functioning to assist the An Giang Provincial People's Committee in:
Implementing trade, investment, and tourism promotion policies within the province;
Conducting propaganda, advertising, trade, investment, and tourism promotion activities;
Providing consultation, support, information, and services to businesses, investors, organizations, and individuals seeking investment opportunities, production, and business in the province, as regulated by law.
An Giang Investment, Trade and Tourism Promotion Center has legal entity status, its own seal, and a separate account; it officially commenced operations on July 1, 2025.
II. Duties and Powers
1. Investment Promotion:
a) To take the lead in coordinating with the Department of Finance, provincial departments, agencies, localities, and relevant units to advise and propose to the Provincial People's Committee on the formulation and effective implementation of programs, plans, projects, and regulations on investment promotion according to regulations.
b) To research and assess potential, markets, trends, and investment partners.
c) To take the lead in coordinating with provincial departments, agencies, and localities to develop a detailed list of projects for investment promotion calls.
d) To organize receptions for domestic and foreign enterprises, organizations, and agencies visiting the province to explore investment opportunities.
đ) To advise the Provincial People's Committee on the dialogue between businesses and the provincial government.
e) To provide and introduce services to domestic and foreign enterprises in the field of investment promotion.
g) To support domestic and foreign enterprises with investment procedures when investing in An Giang province.
2. Trade Promotion:
a) To take the lead in coordinating with the Department of Industry and Trade, provincial departments, agencies, localities, and relevant units to advise and propose to the Provincial People's Committee on the formulation and effective implementation of programs, plans, projects, and regulations on trade promotion according to regulations.
b) To organize trade fairs and exhibitions in the province; to coordinate with relevant agencies and units to organize the distribution of Vietnamese goods to rural, border, and island areas; to implement the "Vietnamese people prioritize using Vietnamese goods" Program.
c) To coordinate with the Department of Industry and Trade to implement price stabilization programs under the direction of competent authorities.
d) To organize and support the organization of business delegations for market surveys, participation in domestic and foreign trade fairs, exhibitions, and forums.
đ) To coordinate with provincial departments and agencies to support enterprises in the province in building and developing Vietnamese brand names.
e) To take the lead in coordinating with provincial departments, agencies, and localities to propose solutions for signing domestic and foreign economic cooperation and development programs.
g) To organize receptions for foreign enterprises, organizations, and agencies visiting the province to seek business opportunities.
h) To provide and introduce services to domestic and foreign enterprises in the field of trade promotion.
i) To implement international cooperation activities in the field of trade promotion according to regulations.
3. Tourism Promotion
a) To take the lead in coordinating with the Department of Tourism, provincial departments, agencies, localities, and relevant units to advise and propose to the Provincial People's Committee on the formulation and effective implementation of programs, plans, projects, and regulations on tourism promotion according to regulations.
b) To build and develop local tourism brands; to develop and promote local tourism products; to establish directions for the development of the local tourism market.
c) To develop, manage, use, and provide tourism promotion publications and items in digital, print, and other materials and forms.
d) To develop, manage, use, and exploit the local tourism promotion database.
đ) To promote and advertise tourism, introduce the people, cultural heritage, historical and cultural relics, scenic spots, creative works of people, and cultural identity of the locality domestically and internationally.
e) To organize and participate in tourism fairs, exhibitions, and events at the provincial, inter-regional, national, and international scales.
g) To organize surveys, collect data and documents, and investigate tourism resources and the tourism market.
h) To organize information support for tourists and develop local community tourism.
i) To support the connection of tourism enterprises and tourism promotion events, attract tourism investment, and cooperate in domestic and foreign tourism business development.
k) To implement mobilization and search for opportunities and resources for tourism development investment; to diversify and improve the quality of local tourism services.
l) To propagate and raise social awareness about tourism, and mobilize organizations and individuals to voluntarily and actively participate in maintaining civilized behavior in public places, environmental hygiene; to protect security and order, ensuring national defense and security in local tourism exploitation and development activities.
m) To protect, preserve, and develop the value of local tourism resources.
n) To organize and coordinate training and capacity building for local tourism human resources.
o) To participate in environmental, scientific-technological, biodiversity, and climate change response programs, projects, and tasks in the local tourism sector.
p) To cooperate, exchange, and share professional knowledge about tourism with relevant organizations domestically and internationally for tourism development in accordance with the law.
q) To coordinate with provincial departments, agencies, and localities to research and introduce the province's potential destinations to domestic and foreign travel businesses and press delegations.
r) To organize receptions for domestic and foreign enterprises, organizations, and agencies visiting the province to learn about destinations, tours, and connect tourism development.
4. Information and Propaganda
a) To build, manage, use, and exploit the provincial investment, trade, and tourism promotion database;
b) To implement digital transformation solutions in the promotion and advertisement of investment, trade, and tourism activities; to enhance the application of virtual reality technology to introduce and promote cultural and historical relics, tourist destinations associated with OCOP products, key products, traditional craft villages, etc.
c) To collect information and research domestic and foreign markets, investment opportunities, and tourism development to convey to departments, agencies, localities, and enterprises.
d) To maintain the effective operation of the electronic information portals (www.kitra.com.vn, https://atpic.angiang.gov.vn, https://checkinangiang.vn/), e-commerce platforms, etc. To build, apply, and develop social media pages/networks to serve promotion and propaganda activities.
đ) To publish investment, trade, and tourism newsletters, publications, disks, images, videos about the province's socio-economic development plan and key economic zones, the province's and nation's export, tourism, and investment incentive policies; market information, business opportunities, tourism, and enterprise information.
e) To organize the implementation of specialized columns and topics on investment, trade, and tourism on mass media.
g) To build and link information databases to promote the province's potential in goods, markets, imports, and exports.
h) To provide information and introduce services in the fields of investment, trade, and tourism promotion to domestic and foreign enterprises.
5. Enterprise Support:
a) To organize training, coaching, and capacity-building courses on investment, trade, and tourism promotion for enterprises in the province.
b) To organize propaganda, promotion, and mobilization for the establishment of enterprises from business households and cooperatives across the province, following the Government's startup enterprise program.
c) To coordinate with departments, agencies, and relevant units to advise the Provincial People's Committee on commending enterprises with achievements in production, business, export activities, etc.
d) To organize and support promotion activities for enterprises such as: brand and product building and promotion, fairs, exhibitions, workshops, training, study tours, market research, etc., domestically and internationally.
5. Improving Provincial Competitiveness:
a) To take the lead in coordinating with departments and agencies to advise and propose to the Provincial People's Committee for approval and effective implementation of short-term, long-term, and annual programs, plans, and projects to enhance provincial competitiveness.
b) To advise the Provincial People's Committee on solutions to improve the province's competitiveness index.
c) To coordinate with departments, agencies, and relevant units to advise the Provincial People's Committee on organizing the annual Enterprise Meeting and commending enterprises and entrepreneurs with achievements in production, business, export activities, etc. To organize Enterprise Dialogue Conferences to meet, exchange, address difficulties, and support enterprises to improve the province's competitiveness index.
d) To build a Website for managing the provincial competitiveness index.
7. To access, collect, and use information on the province's socio-economic, sectoral, and field development plans, schemes, and projects to implement investment, trade, and tourism promotion duties; to participate with functional agencies in commenting on the province's economic, investment, trade, and tourism issues.
8. To organize surveys to grasp information on enterprises' production and business capacity, market supply and demand, and the effectiveness of the project list for investment calls in the province for advertising, marketing, and consulting to invite investment partners.
9. To implement reporting regimes, and provide investment, trade, and tourism promotion information as regulated by the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Culture, Sports and Tourism, and the Provincial People's Committee.
10. To participate in events and activities related to domestic and foreign investment, trade, and tourism promotion activities organized by Ministries and Central agencies under the assignment of the Provincial People's Committee.
11. To represent in transactions, introduce, consult, and call for investment in Kien Giang province in economic, cultural, social, and tourism fields.
12. To coordinate with provincial departments, agencies, and localities to resolve issues related to investment, trade, and tourism promotion activities.
13. To coordinate with trade offices, Vietnamese embassies abroad, overseas Vietnamese; foreign trade agencies in Vietnam, etc., to organize and coordinate investment, trade, and tourism promotion activities.
14. To provide consulting services in the field of investment, trade, and tourism promotion according to regulations.
15. To specifically regulate the functions, duties, and powers of the office, specialized divisions, and affiliated units in accordance with the Center's functions, duties, and powers.
16. To manage assigned finance and assets; to implement regulations on self-control and self-responsibility regarding finance; to practice thrift, combat waste, prevent and combat corruption; and to implement administrative reform in accordance with the law.
17. To manage the organizational structure, the number of employees, and laborers; to implement salary regimes, policies, benefits, training, capacity building, commendation, and discipline according to authority and legal regulations.
18. To perform other duties assigned by the Provincial People's Committee, the Chairman of the Provincial People's Committee, and as stipulated by law.
III. Organizational Structure and Staffing
1. Organizational Structure:
a) The Center's leadership includes the Director and Deputy Directors (the number of Deputy Directors is implemented according to the decision on deployment and appointment by the competent authority). It is ensured that no more than the prescribed number of Deputy Directors is arranged no later than 05 years from the effective date of the competent authority's decision on organizational arrangement.
b) Specialized and equivalent divisions, including:
Office.
Investment Promotion Division.
Trade Promotion Division.
Tourism Promotion Division.
2. Staffing
The number of employees of the Center is allocated based on job positions, associated with functions, duties, scope of activities, and is included in the total number of employees of the province allocated annually by the competent authority.
3. Operating Budget
The Center's operating budget is implemented according to the financial mechanism, operating mechanism, and the unit's level of financial autonomy as regulated.
